UAE-based Lamprell, a leading provider of fabrication, engineering and contracting services to the offshore and onshore oil & gas sector, has been awarded a major contract to build five ‘jackets’ by Abu Dhabi-based National Petroleum Construction Company (NPCC).

The project scope includes the fabrication, painting and load-out of five offshore jackets with a total tonnage of 14,000 metric tonnes, along with boat landings.

The contract also includes options for the supply and fabrication of grillage and sea-fastening of the structures.

On the contract win, Lamprell CEO, Ian Prescott, said: “We will approach this project with the same passion and determination that have fuelled our achievements in the past to ensure we deliver an outstanding project safely. It is another indication of the progress Lamprell is making through its key strategic partnerships in the Middle East region.”

A major contract to provide mechanical, electrical and plumbing (MEP) services for a 350-bed hospital project in Jeddah has been secured by Zamil Air Conditioning and Refrigeration Services Company (Zamil AC), the Saudi firm has announced.

The US $202mn contract was awarded by Al Muhammadiyah Hospital for Healthcare Company, which is a unit of Saudi-based Dr Sulaiman Al Habib Medical Services Group. The new medical facility, Al Muhammadiyah Hospital, is set to be fully operational by the end of 2024.

Spread over an area of 24,000sqm, it will boast a state-of-the-art hospital with 270 clinics armed with the latest medical equipment and led by top-tier specialists, consultants, and an experienced medical team.

Headquartered in Dammam, Zamil AC is a key subsidiary of Zamil Industrial Investment Company, a business group engaged in the development of innovative design and engineering solutions for use in the construction industry.

Saudi Plastic Products Company (Sappco) has announced that it has secured a major contract to supply high-density polyethylene (HDPE) pipes for a US $426mn sea water cooling project in the Kingdom’s Jazan region.

A major plastic pipe producer in Saudi Arabia, Sappco said this contract follows the deal signed earlier with China Harbour Engineering Company (CHEC) for the supply of its innovative large diameter technology HDPE pipes, to the site of an ambitious sea water cooling project.

Moreover, Sappco explained that the contract, awarded by the Royal Commission for Jubail and Yanbu (RCJY), is a considerable step forward in the first-tier development of Jazan City.

A company spokesperson commented: “Sappco Group is honoured to be a part of this mega project and is proud to be working with valued partners to ensure project success and as part of its contribution to Kingdom’s vision 2023. Our HDPE pipes will certainly play a critical role in this project, forming a part of the initial phase of the seawater cooling system. The emirate of Fujairah has announced two new laws governing property ownership; Sheikh Hamad bin Mohammed Al Sharqi, Supreme Council Member and Ruler of Fujairah, issued Law No.3 for 2023 and Law No.4 for 2023, regulating real estate development guarantee accounts.

The two laws stipulate that developers, management companies, associations and owners’ unions are to align their situations with the provisions of the laws within six months from the dates of their issuance (with the possibility for the relevant authority’s director to extend the deadline for the same period when required).

The provisions of the two laws do not affect contracts between developers and owners signed before their enforcement, as well as fundamental association systems approved and deposited by a relevant authority, except for the formation of owners’ associations.

Designs created by UK-based Foster + Partners have been revealed for the Equinox Resort Amaala, a luxury hotel located within Amaala on Saudi Arabia’s Red Sea coast.

Equinox Resort Amaala is being set up by Red Sea Global (RSG), in partnership with Equinox, a global leader in luxury lifestyle brands, in one of the world’s most well-preserved natural environments.

When complete, the village will form an integral part of Red Sea Global’s wider Triple Bay development.

The hotel, with a focus on sports, fitness and lifestyle, will feature 128 rooms, including two luxury penthouses, as well as a suite of amenities such as several world-class culinary concepts, a magnesium salt rooftop pool, spa, beach club, and a signature Equinox Fitness Club.

The US $100mn expansion of New York’s Albany International Airport has begun according to Turner Construction. The project, which was designed by Gensler and engineering firm CHA, aims to increase passenger-handling capacity and eliminate bottlenecks at security.

In addition to major structural works, Turner will remove the existing rotunda and pedestrian bridge to build a new main entrance with glass curtain wall and light, translucent canopies overhead. It will remove the old security checkpoint and build a bigger one in a new location.

Other improvements include bigger seating and waiting areas, an expanded airside marketplace, and a public arts area and children’s play zone. Heating, ventilation, and air conditioning systems will also be improved, the firm noted.

“Ask anyone who has flown out of Albany International Airport during peak hours and they will tell you the line for security can often back up into the pedestrian walkway and even all the way to the parking garage. While the airport is vibrant and growing, it was built long before modern TSA security screening, and for years has been in desperate need of expansion,” stated New York Senator Chuck Schumer.

The project received $60mn from New York Governor Kathy Hochul’s $230mn Upstate Airport Economic Development and Revitalisation Competition. Other beneficiaries included Syracuse, Rochester, Ogdensburg, and Saratoga County airports.

An Independent Checker Engineer (ICE) has been appointed on the new $5.1bn Montreal REM (Réseau Express Metropolitan) metro transport system. Engineering and technology group Sener has been appointed to the role and will conduct independent checking on the contractor’s design to verify compliance with the technical requirements of design, construction, and operation defined in the contract.

Sener will also verify compliance with the local applicable regulations, and produces certificates and a report of conformity.

The Montreal REM is a 67km integrated fully automated metro system, 18.2Km of which is elevated. It will be served by 26 stations (five underground, eight in viaduct and 13 on surface) connecting downtown Montréal, the South Shore, the West Island, the North Shore and Montréal–Trudeau airport. Currently under construction, REM is the largest public transport project in Québec in fifty years.

“It is a real pleasure to be part of these challenges faced by the country in the modernisation and improvement of transportation infrastructure, and to see the extraordinary results. That means faster commute, less time in traffic and more money in people’s pockets as they trade their cars for a subway ticket,” said Ángel Ares, Senior VP of Sener in Canada.

The first segment of the transport link between Brossard and Gare Centrale stations opened recently, on 31 July. This 17km section is served by five stations that will provide access from Brossard to downtown Montréal in under 18 minutes. Construction only started in 2018.

CDPQ Infra (Caisse de Dépôt et Placement du Québec) is responsible for the planning, financing, completion of the Montreal REM, and continues to build the rest of the project, supported by the Québec government and the Canadian government.

The state of California has updated its building code in a bid to limit the amount of embodied carbon emissions allowed in commercial and school buildings. The California Building Standards Commission (CBSC) is said to have voted the changes to two building codes into effect; the move is said to make the state the first in the United States to implement embodied carbon reduction in certain buildings.

Embodied carbon covers carbon emissions generated from the entire lifespan of a building, including manufacturing, construction, maintenance and eventual demolition.

The new code will “limit embodied carbon emissions in the construction, remodel, or adaptive reuse of commercial buildings larger than 100,000sqft (9,230sqm) and school projects over 50,000sqft (4,650sqm),” according to The American Institute of Architects (AIA) California, which worked closely with policy-makers on the changes.

The new changes will come into effect 1 July 2024. The change is an amendment to the 2022 California Green Building Standards Code (CALGreen), California’s first statewide green building code, which was first developed to supplement the general code in 2007, said a report.

“This action is a real catalyst for change that will push the industry forward in rapidly addressing the growing climate emergency,” said William Leddy, AIA California Vice President of Climate Action.

In California, construction activity is said to contribute 40% of the state’s greenhouse gas pollution. By reducing embodied carbon, the state aims to mitigate its contribution to climate change and promote sustainable building practices.

The compliance options include reusing at least 45% of an existing structure, using materials that meet specific emission limits, and using a performance-based approach that involves analysing the entire lifecycle of a building, the report added.

“The most sustainable buildings are the ones that are already built. Prioritising the reuse of existing buildings not only accelerates the reduction of embodied carbon emissions from new construction, it ‘incentivises’ the industry to address California’s severe housing crisis more quickly and efficiently, creating more sustainable and resilient communities,” concluded Leddy.
